The regular meeting of the Barry County Road Commission was called to order at the Road Commission’s Board Room at 7:30 A.M. by Chairman Solmes.

 

Members present:  Solmes, Fiala, Dykstra, and Managing Director Bradley Lamberg.

 

The agenda for June 21, 2022 was approved.

Larry Watson and Gene Hall from Rutland Charter Township and residents Rick Weters and Kevin Farris were at the Board Meeting to discuss if Douglas Drive, Ottawa Trail, Jeannie Drive, and Island Drive that were just overlaid have to be seal coated.  A petition signed by 64 residents on these roads had been submitted to the BCRC requesting these roads to not be seal coated.  Brad Lamberg and Jake Welch explained the benefits of sealcoating a road.  Mr. Weters and Mr. Farris asked about Fog Sealing.  Mr. Watson with Rutland Charter Township explained that the residents would have to pay for the addition of the Fog Seal.  Mr. Weters and Mr. Farris were going to report back to the residents on these roads and let us know the outcome of their discussions.  Brad Lamberg offered the BCRC to meet with anyone that wanted more information.

 

Motion was made by Commissioner Fiala and seconded that if a Public Hearing to discuss Sealcoating Douglas Drive, Ottawa Trail, Jeannie Drive, and Island Drive is needed that if would be held on July 19, 2022 at 7:00 PM. at the Rutland Charter Township Hall.

Jason Cole with Michigan Department of Transportation, Larry Watson and Gene Hall from Rutland Charter Township, and Dr. Leo Lanning was at the Board Meeting.  Dr. Lanning spoke about the intersection of Heath Road and M-37 and an accident he recently witnessed and wanted to ask that there be a 3 way Stop put at Tanner Lake Road and Health Road and that Heath Road be made into a 35 M.P.H. speed limit to deter drivers from taking Heath Road for a cut through.  Bradley Lamberg explained how speed limits are set and that the road did not qualify for 35 M.P.H., Stop Sign specifications at that the location did not meet the specifications there.   Jason Cole with MDOT explained that in the last 5 years there has 20 accidents at this location and no fatalities.  There was a discussion on how to make drivers more aware and stop at the stop sign.

Motion was made by Commissioner Solmes and seconded WHEREAS, Michigan law provides that the Board of the County Road Commissioners (the “Board”) of the County of Barry (the “Road Commission”), in consultation with the Treasurer of the Road Commission, shall adopt a policy for investment of Road Commission funds in investment vehicles permitted by State law;

 

WHEREAS, effective April 1, 2014, the Road Commission adopted an Investment Policy Resolution (the “Investment Policy”);

 

WHEREAS, the Investment Policy authorized certain suitable investments permitted under Act 20 of 1943, but did not authorize all of the investments permitted under Act 20 of 1943;

 

WHEREAS, in consultation with the Managing Director and Accounting Manager of the Road Commission, it has been determined that this limits the ability of the Road Commission to purchase certain sound, safe and advantageous investments, without providing a corresponding public benefit;

 

WHEREAS, State law also authorizes certain mutual funds and investment pools purchased through an interlocal agreement;

 

WHEREAS, by this resolution, the Road Commission hereby determines that it is consistent with the public interest to amend the list of authorized investments in the Road Commission’s Investment policy.

 

 

 

 

 

 

 

 

 

 

IT IS, THEREFORE, RESOLVED AS FOLLOWS:

  1. Amendment to Investment Policy. The Authorized Suitable Investment section of the Investment Policy adopted by the Road Commission effective April 1, 2014 is hereby amended in its entirety, as stated in the revised Investment Policy attached hereto as Exhibit A.

2.      Reaffirmation of Policy.  In all other respects, the Investment Policy Resolution adopted April 1, 2014, is hereby reaffirmed.

A quote was presented from Barry County Road Commission for Chip Sealing.  A Motion by Hodge, supported by Hartwell was made to accept the quote from Barry County Road Commission for chip sealing in the amount of $42,657.00.

Motion was made by Commissioner Solmes and seconded to a approve raises to the Non-Association regular full time employees to coincide with what the Association Employees received in their contract dated July 1, 2022 through June 30, 2027.  All applicable benefits of the current Barry County Road Commission Employees’ Association contract will also apply to the Non-Association regular full time employees of the Barry County Road Commission with the exception of Line 8 under Schedule A.
