The regular meeting of the Barry County Road Commission was called to order at the Road Commission’s Board Room at 7:30 A.M. by Chairman Solmes.

Cheryl Howlett asked the Board who was responsible for drain culverts on gravel roads. The Board explained some were BCRC and some were the Drain Commission. Ms. Howlett asked the procedure for discussing problems with drain culverts. Ms. Howlett was referred to the Engineering Department as the first step and arranged a meeting with them after the Board Meeting.

Motion was made by Commissioner Fiala and seconded to amend and restate the existing employee retirement plan Barry County Road Commission Retirement Saving Plan (Plan). The Chairman explained how it was in the best interest of the plan participants to make these changes.
WHEREAS, following consideration of the various plan and administrative changes, Barry County Road Commission desires to update the Plan and to make other changes.
Now therefore it is:
RESOLVED, that Fidelity be removed as Trustee(s) of the Plan effective September 29, 2023.
RESOLVED FURTHER, that Alerus Financial, N.A. is appointed as a successor non-discretionary Trustee for the Plan effective September 29, 2023.
RESOLVED FURTHER, to adopt the amendments to the existing Plan presented at this meeting by restating the plan in full, and it is
RESOLVED FURTHER, to timely: (1) execute the restated Plan; (2) execute any other plan related agreement, form or document; and (3) take any other action necessary or appropriate in connection with the adoption of the restated Plan and to maintain the Plan’s qualified status.

Jake Welch, Acting Managing Director, gave the Board a debriefing on the RAISE Grant application we had submitted. BCRC did not receive the grant. There were 1,089 applications of which 645 of them were for Rural areas. Rural areas was defined as 200,000 people or less. BCRC received five High ratings and three Medium ratings. 50% of the 2.25 Billion went to Rural areas and 50% went to Urban areas. There was a discussion on the possibility of applying again in future years. Also discussed was the PROJECT Grant.
